Switzerland Rolls Out 30-Point Climate Plan as Heat Climbs 3°C
The country’s average annual temperature now stands roughly 3 degrees Celsius above preindustrial levels, a rise that leaves Switzerland especially exposed to climate change, the council said. It added that heat waves, summer droughts and heavy rainfall are striking more often and with greater intensity.
The 2026-2031 strategy targets 30 areas for action, all aimed at shielding people, infrastructure and natural resources from intensifying climate impacts.
Top priorities, according to the council, include cutting heat exposure in cities, securing water supplies and bolstering defenses against natural hazards. The government also wants to make agriculture, forests, ecosystems and transport infrastructure more resilient.
Further measures would improve workplace safety during extreme heat, protect water quality and develop climate-resilient forests. The plan also calls for adapting navigation on the Rhine River to increasingly dry summers, the council said.
The government said the strategy builds on Switzerland’s 2025 climate risk assessment and updated national climate scenarios, including the possibility that greenhouse gas emissions continue to rise.
The action plan adds 12 cross-sector measures to improve scientific knowledge, coordination and implementation, according to the council.
Overall, the Federal Council said the strategy aims to minimize climate-related risks, strengthen society’s capacity to adapt and seize potential opportunities created by changing climatic conditions.
